Chinese firm the AfDB banned for fraud in Kenya wins a Sh3.2 billion Busia roads contract
Weihai Construction Group, which the African Development Bank barred for 35 months over fraud on Kenyan projects, has won a Sh3.2 billion contract to pave three Busia County roads with bitumen and maintain them, the Daily Nation and Mjengo Hub reported on Nov. 4.
The Nation described the award as Weihai's return to publicly funded infrastructure work after serving the ban. Neither outlet named the three roads, their length, the agency that awarded the job, the competing bidders or a start date. Mjengo Hub said those details had not been made public.
The bank debarred Weihai effective Nov. 19, 2021, after its Office of Integrity and Anti-Corruption found fraudulent practices on three Kenyan projects, the Nation reported: the Sh33 billion Kenol-Sagana-Marua highway, the second phase of the Nairobi Rivers Basin rehabilitation program, and a towns water supply and sanitation program. During the ban, Weihai and its affiliates could not take part in projects the bank financed, and other lenders, among them the World Bank, the Asian Development Bank and the European Bank for Reconstruction and Development, could enforce it under a cross-debarment agreement. A 35-month term starting that date ran out in October 2024.
Weihai has other road work in Kenya. Kenya Rural Roads Authority records list it as the contractor on the Sh2.18 billion Soy-Serekea-Kilimani-Turbo roads project and the Sh722 million Narumoru-Ngaring'iru-Nairutia Ngobit road, according to the Nation, which did not give the dates of those awards.
The bank's debarment list still carried other Kenya-linked firms as of Nov. 3, 2026, the Nation reported. Among them is Jiangxi Transportation Engineering Group, banned for 12 months from Nov. 28, 2025.
Why it matters: A lender's debarment that has run out does not keep a contractor off national road work. Firms teaming with or subcontracting to a past offender can check the AfDB and World Bank sanction lists before signing.
