VA opens a $3 billion construction contract pool for its hospitals in Florida and South Georgia

The Department of Veterans Affairs has started awarding positions on its VISN 8 Mainland construction contract, a five-year IDIQ with a shared $3 billion ceiling for VA medical centers and clinics in Florida and South Georgia. PKS-Burgos JV announced one of the positions on Nov. 3.

The vehicle is a MATOC, short for multiple award task order contract, with several winners. A position carries no guaranteed volume beyond a token minimum: holders compete for task orders as VA issues them, and all of them share the $3 billion ceiling, according to the PKS-Burgos release. The joint venture pairs Polu Kai Services, a small business with Native Hawaiian ownership and service-disabled veteran status that held prime positions on earlier VISN 8 construction vehicles, with Burgos Group of Albuquerque, part of the Prairie Band family of companies.

Work can include general construction, renovation, demolition, alterations, infrastructure and modernization of clinical, inpatient and support space, the release says. Building systems are in scope too: HVAC, plumbing and electrical, plus structural, roofing and other mechanical work. The release names VA medical centers in Tampa, Bay Pines, Miami, Orlando, West Palm Beach, Gainesville and Lake City.

The solicitation, 36C77624R0131, was set aside for service-disabled veteran-owned small businesses under NAICS 236220, according to its listing on HigherGov. Task orders may be design-bid-build or design-build. Each holder is guaranteed $1,000, and the first order is a kickoff meeting. The proposal deadline moved several times before bidding closed on Jan. 14, 2026. A July 2025 amendment described a seed project at the Viera VA clinic covering renovation, physical security upgrades, parking and roadway repairs, and stormwater work.

The release does not say how many firms won positions or when the first competitive task orders will go out.

Why it matters: For five years, VA construction task orders at these Florida and South Georgia hospitals go to firms on this list. Subcontractors should find out who the holders are, because that is where the work will flow.
