Graham wins the first 28-story tower at Liverpool's £1.2 billion Kings waterfront scheme

Graham will build No.1 Kings, a 28-story tower with 255 rental apartments and the first building in the £1.2 billion Kings scheme near Liverpool's waterfront. The plot has been cleared and construction is expected to start in mid-2027.

Graham won the job in a competitive tender after the tower got planning consent in February, Liverpool Business News reported. Metropolitan Demolition has cleared the plot at the northern edge of the 8-acre site, the former King Edward Industrial Estate. The building has a gross development value of £80 million and will add ground-floor retail, first-floor amenities for residents and a rooftop social space, according to Construction Enquirer. Brock Carmichael designed it.

Beetham Davos chairman Hugh Frost said the project's shareholders are paying for the whole tower. Tom Morris, the billionaire owner of Home Bargains, is behind the scheme through his KEIE company. Peter Reavey, Graham's regional director, said the contractor is mobilizing to meet the client's schedule.

Everything beyond the first tower still needs consent. Construction Enquirer counts nine buildings in the wider plan; Liverpool Business News counts 10 towers. The centerpiece is a 70-story tower designed by SimpsonHaugh, with a 212-room five-star hotel on its first 23 floors and 563 apartments above. In all, the plan calls for 2,750 homes, an events arena of 25,000 square feet and 200,000 square feet of office space. A hybrid planning application from Beetham Davos is due in early 2027. It would ask for detailed approval of four buildings and outline approval of the rest.

Why it matters: No.1 Kings is the one funded, consented package on the site today, so trade packages for it should come out ahead of the mid-2027 start. The larger towers wait on a planning application due in early 2027, and nothing there is ready to price yet.
