Zignego wins $129.7 million job to widen I-41 near Appleton, Wisconsin

Pewaukee-based Zignego Co. was the low bidder, at just over $129.7 million, for removal, milling, grading and paving on the I-41 mainline in Little Chute, Outagamie County. Five firms bid, the contract runs through August 2030, and the DBE goal is 0%.

The work runs roughly from Holland Drive to Buchanan Street, according to Wisconsin Department of Transportation plans cited by The Daily Reporter. Zignego beat James Peterson Sons of Medford, which bid just over $131.7 million, by about $2 million. Michels Road & Stone came in at $135.6 million, Hoffman Construction Co. at $137.4 million and Vinton Construction Co. at $156.1 million. About $26 million separated the high and low bids.

The job carries a 0% goal for disadvantaged business enterprises. The Daily Reporter tied that to recent rollbacks of federal and state DBE requirements, so bidders had no participation target to meet with certified firms.

The contract is one slice of WisDOT's $1.16 billion program to rebuild 23 miles of I-41 and take it to six lanes from four, running from WIS 96 in Appleton to County F in De Pere. The corridor touches 10 interchanges, and construction is scheduled through 2030. WisDOT's project site listed the new Southbridge Road interchange in De Pere to open Oct. 28.

Why it matters: Five bids on a $130 million paving job landed within about $26 million of each other, and the winner beat the runner-up by less than 2%. Subs who relied on DBE goals should check each WisDOT proposal: this I-41 letting set no participation target.
