TOCCI to rebuild a 1904 Navy Yard building in Boston as $50.2 million federal job starts
TOCCI is the general contractor on the roughly $50.2 million rehabilitation of Building 107 at the Charlestown Navy Yard, a 1904 masonry industrial building that GSA is converting into the National Park Service's Boston headquarters. The Park Service kicked off the project Oct. 26.
The money comes from the Legacy Restoration Fund, created under the 2020 Great American Outdoors Act to pay down the parks' deferred maintenance, the National Park Service said. GSA's Public Buildings Service for New England is the owner and the Park Service is the end user, according to TOCCI's subcontracting notice posted with the Small Business Administration. About 80 park employees will work in the building, the Boston Business Journal reported.
The notice lists the scope for the 62,069-gross-square-foot, three-story building: abatement, removal of the entire slab on grade, micropiles with new braced frames, a slate roof with copper, repointing of all the masonry, new MEP and fire protection systems, and a full interior build-out with built-in furniture. Construction is set to start Nov. 1. Workers will be paid Davis-Bacon prevailing wages, with certified payroll.
Subcontractors who want to price the job are late for the first round. TOCCI's notice set Sept. 25 as the deadline for sub proposals and listed participation goals for veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged and women-owned small businesses. It does not say whether any packages will be rebid.
Built in 1904, Building 107 housed the tradespeople who ran and maintained the Navy Yard. The Park Service took it over in 1985 and has used it for shops, offices and museum and archive storage. The project will put the park's administrative, maintenance and curatorial staff under one roof.
Why it matters: This is a federal historic envelope job: slate, copper, full repointing and micropiles inside an existing building, all at Davis-Bacon rates. Masonry, roofing and foundation subs who missed the Sept. 25 deadline can still ask TOCCI about later packages and its small-business goals.
