Navy adds $99 million to a $3 billion Southwest construction pool shared by 14 contractors
NAVFAC Southwest has raised the ceiling of its commercial and institutional construction MACC by $99 million to $3.043 billion. The 14-contractor pool, first awarded in 2020, covers work in six states, 87% of it in California, and is listed for completion in November 2026.
The modification, published in the Defense Department's contract announcements and carried by Aerotech News on Nov. 4, raises the combined maximum of the firm-fixed-price IDIQ contract covering new buildings, renovations and repairs across NAVFAC Southwest's area. No money was obligated at award. Task orders will be paid mainly from Navy military construction funds and Navy or Marine Corps operations and maintenance funds.
The pool is Balfour Beatty, B.L. Harbert International, Clark Construction Group-California, ECC Infrastructure, Harper Construction, The Korte Co., M.A. Mortenson, RQ Construction, Sundt, Walsh Federal, Webcor Builders and Whiting-Turner, plus small businesses Heffler Contracting Group and R.A. Burch Construction. Listed project types include barracks, hospitals, schools, fire stations, armories, parking garages, prisons, hotels and airport buildings. By value, the work splits 87% California, 5% Arizona, 3% Nevada, 2% Utah, 2% Colorado and 1% New Mexico.
NAVFAC Southwest picked the 14 firms from 28 proposals in November 2020 for a five-year vehicle with a $2.5 billion ceiling, GovCon Wire reported. The contract has since gained a one-year bridge extension and several ceiling increases; a $149 million modification awarded in December 2025 took it to $2.944 billion, according to the Defense Department. The latest notice still lists November 2026 as the expected completion date.
NAVFAC Southwest awarded a separate $3 billion MACC for the same kinds of buildings in June 2024 to eight contractors: Clark, Gilbane Federal, Harper, Hensel Phelps, R.A. Burch, RQ Construction, Tutor Perini and Walsh Federal. The Navy has not said how much of the new $99 million it expects to place before the older pool closes.
Why it matters: Subs chasing Navy and Marine Corps building work in California and the Southwest should track task orders through these 14 primes for now, and through the eight-firm 2024 MACC as this pool runs out.
