Excavation wall gives way in Istanbul, two apartment buildings sink about 10 cm and 20 flats are evacuated
A retaining wall at a foundation excavation on Çavuşpaşa Caddesi in Istanbul's Bahçelievler district collapsed around 3 a.m. on Oct. 27, and the ground under two neighboring six- and seven-story buildings dropped by about 10 cm. Officials evacuated all 20 apartments and closed the street.
The wall held back the soil around a foundation dig in the Siyavuşpaşa neighborhood and failed for a reason that is not yet known, the DHA and İHA news agencies reported. Residents heard cracking and felt the buildings sway, then ran outside. Police, firefighters, municipal crews and medics were sent to the site. The garden walls of both buildings also came down. Residents were later let back in under escort to collect some belongings.
A local man told İHA that cracks opened in his building and doors were bent out of shape after the wall slid. DHA reported that detailed inspections of both buildings would start that morning. The reports did not name the developer or contractor, how deep the excavation was, or what shoring held it, and they did not mention any injuries.
In the United States, Section 3307 of the International Building Code makes protection of a neighbor's footings and foundations the job of whoever digs, and requires written notice to adjoining owners before excavation. Recent editions also require the design of an excavation retention system to include monitoring of the system and nearby buildings for horizontal and vertical movement.
Why it matters: Ten centimeters of settlement next door is what a failed shoring wall can cost on a tight urban lot. Before digging beside occupied buildings, document their condition, send the notice the IBC requires and set monitoring points so movement shows up before cracks do.
